On September 10th the House Judiciary Committee unanimously passed by voice vote the Manager's Amendment to H.R. 2426, the Copyright Alternative in Small-Claims Enforcement Act of 2019 (CASE Act). This legislation will provide U.S. creators with a viable means for defending their copyrighted works through the creation of a small claims tribunal within the U.S. Copyright Office.
The bill must still be voted on by the full House and Senate and signed by the President before it becomes law. Image creators are asked to continue urging their elected officials to co-sponsor the CASE Act. As the list of co-sponsors grows, so does the likelihood of getting the CASE Act passed into law by the end of the congressional session. If the bill does not become law before the end of the 116th session of Congress in 2020 work on the legislation must start all over again from scratch when the 117th Congress convenes in 2021.
If you’ve already sent letters and emails, and made calls, to your representative in the House and Senate please do it again and ask fellow creators to do so as well.
The fact that the CASE Act has now passed both the House and Senate Judiciary Committees without a single vote against the bill, and that the number of House co-sponsors is quickly approaching triple digits, demonstrates the tremendous support and momentum for this bill – one that is of utmost importance to individual creators and small business throughout the United States, as well as the many people making fair use of copyrighted works.
